Andrew Donaldson is an economist and Senior Research Associate at the Southern African Labour and Development Research Unit (SALDRU) at the University of Cape Town. He held leadership roles in South Africa’s National Treasury, including heading the Budget Office and Public Finance divisions. He introduced a medium-term expenditure framework in 1998 and led the reform of the budget process. Following his 2018 retirement, he advised the Association for Savings and Investment of South Africa and taught economics. His current research centres on employment policy, economic growth, and social security reform.
